William L. Richter 1942-

Mr. Richter graduated from Arizona State University in 1964 with a B.A. in History. He received his M.A. also from Arizona State. He was awarded his Ph.D. from Louisiana State University, Baton Rouge in 1970. In 1971 he completed a Post-doctoral seminar in Afro-American Historical and Cultural History at Kentucky State University, Frankfort.

Mr. Richter has researched, written and published almost two dozen articles emphasizing military-civil affairs, race relations, constitutional issues, and Spanish colonial efforts in North America. He has also reviewed a wide range of historical topics for scholarly journals.

The Army in Texas During Reconstruction, 1865-1870 (College Station: Texas A&M University Press, 1987). Winner of 1989 Certificate of Commendation from American Association of State and Local History.
